Server Inaccessible From Other Computers

We have an intranet server and a website set up for http://network andhttp://network.lan.  However, other users on the WiFi network cannot connect to the server.  We modified the local DNS settings such that all traffic forhttp://network and http://network.lan is directed to the local IP for the website, which is static, so it doesn't change.  If you ping, for example, network.lan, you see the correct IP.

When yu are on the actual computer that has the website, you can access it just fine on any internet browser by typing in the correct address (above).  However, on any other computer on the network, it can't establish a connection.  A message is displayed by the browser stating that the server is taking too long to respond and that the connection has timed out.

Additionally, under the Control Panel, it says that the program "IIS Allow" can bypass the Windows Firewall in private networks (Home/Work), which the computer is always connected to.  At the time that the web service was set up, no other firewalls or security programs, except Microsoft Security Essentialls, were installed.  Again, the intranet server can be accessed from the computer that it's located on, but no other computers on the network can access it.

How do I fix this?

(In case it is necessary to know, the computer is a DELL desktop model running Windows 7 Professional Edition with IIS 7)
