FTP - overwrite read-only files?

IIS/FTP noob question -

From my web searches, it looks like it's a fundamental behavior of the IIS FTP server (and maybe all FTP servers in general) that files with the read-only attribute set cannot be overwritten by FTP upload. Here's my situation:

On a Windows Server 2008 R2 server, IIS 7.5, we allow certain web site developers to upload html and xml files directly to our web site directories. Occasionally a file on the web site may have its read-only attribute set, and subsequently the users cannot over-write it via FTP upload until a dev goes in and unsets the read-only attribute. I'm trying to find a way to allow over-writing of any such files without having to do something hacky like writing a service that monitors the directories and routinely clear any read-only attributes.

So far I've experimented with a test directory for which I've given Everyone full control, with test files set to read-only. FTP uploads continue to fail with access denied. This happens both with anonymous access and with my own credentials (I'm an admin on the box). FTP clients tested so far are FileZilla and SmartFTP.

Likewise I've looked at the FTP authorization rules in Server Manager, but read and write are the only rules I'm seeing, with no evidence of any advanced options.

Any suggestions?
