can't access ftp installed by IIS

HI

I've a windows server 2008r2 vps server .I've installed IIS and I checked the ftp to have a ftp server . 

I followed this tutorial .http://portal.aspnethosting.co.uk/knowledgebase.php?action=displayarticle&id=173   I did all they said but it's not working .

I think in the red box , it should be server ip address and it's not , so I can't access it .

if so , could you please help me to solve this problem ?
