Can't subscribe to WebDAV published calendars using webcal:// links

I just set up WebDAV on an IIS server and am able to publish calendars to it from Apple's calendar application just fine. The server is set up with a valid SSL certificate so the URL string to publish calendars to looks something like "https://ourserver/calendars". I am also able to subscribe to calendars from Apple's calendar application by choosing the Subscribe to Calendar menu item and entering a string such as this, "https://ourserver/calendars/thecalendar.ics". So far so good, everything is working perfectly.

I also have a website set up with links to these calendars that use webcal:// instead of https:// as the URL base, this is so Apple Calendar users can click on the link using Safari to automatically subscribe to the calendar. This worked fine when my WebDAV server was hosted on an Apache server with a valid SSL certificate but our IIS8 server does not seem to like URLs that start with webcal:// If I click on the link I am told the file does not exist on the server, manually changing the link from webcal:// to https:// allows the calendar to be subscribed to but I need this process to be more automated than that.

I did a little searching and think the problem may be that IIS uses webcals:// for secure calendars and webcal:// for non-secure calendars so I tried changing the link to use webcals:// instead. The problem there is that Apple's Safari and Calendar applications don't seem to recognize webcals:// as a valid URL type at all. I also tried simply changing the link to use https:// but when a user click on those links in Safari the actual calendar's .ics file is downloaded to their hard drive and then iCal tries to import the calendar data into an existing calendar. I need the link to start the calendar subscription process instead.

How can I enable IIS to recognize webcal:// as a legitimate URL base for calendars that are stored on an SSL secured WebDAV server? Or is there some other say to craft a URL that Safari and Apple's Calendar application will recognize for subscribing to calendars?
