What's the easiest way to set up a redundant IIS server

I'm trying to think of the easiest was to set up a redundant IIS server in the case that ours goes down.  Our environment is a very small linux environment, with the IIS server running as a VM on one of the linux servers.

The IIS server's job is just a front end to access our database on the backend.  Our database is clustered for failover/redundancy etc, but obviously the webserver on the front end is not currently.

From a total cost standpoint, I'd like to go as cheaply as I can as this server really would only need to run in the case of a failure, just wondering what the options are here as I know MS licensing/pricing can get tricky.

Is there something cloud based that we could use (Azure)?  OR am I stuck having to justify spending money on a whole another machine and license for server 2012, VMware license, etc just to have a backup on standby?

Any opinions/ideas are welcome, as I'm not married to any one plan just yet.
