Symptom: error 405 by a HTTP FORM-tag with Method="POST"

Hallo!

I feel free to post my request here since I'm not really sure which section is the one to post; I have no idea what's the big point in behind.

Using a Server2003, I was asked to transfer stuff to a new server, what is a 2012. At last, my simply pasted in HTM-files works generally, as well as FTP, HTTP, users and rights, and directories with prepared files. »My« HTM uses a FORM-tag as this:

<FORM onSubmit="return submitIt(this)" Method="POST" Action="http://www.myserver.com/cgi-bin/EXEFILE.EXE">

Mentioned EXE-file is to be found there. Some research delivered hints to HTML1.1 and non working of method POST. POST brings up error 405 (and I assume, term HTTP-Verb in error message refers to POST). Setting in a GET to the POST (HTML1.0) pops up download box of my browser (what a surprise).

So, something indeed happens. But… Does Server2012 only uses HTML1.1 and outdated POST becomes invalid? Or do I have to activate HTML1.0 especially?It might be primitive thinking - copy in, turn HTML on, runs - but I've no experience to Server2012 and be totally confused why obviously simple HTML does not work.
