FTP Server7 (Windows 7 pro) not handling NOOP

We just installed a Win7 pro computer to replace an old XP computer. Part of its mission is to accept incoming FTP files from an AS400 client. It worked for years on the XP box, but fails to connect on Win7. Detail analysis shows that the client is sending  an OPEN (ipaddress) command, then a NOOP, then a USER command with name and password. The OPEN command works, but the NOOP returns an error code (530)  On XP (FTP 5.1?) it worked, but on the Win7 IIS ftp server it doesn't. I tried a few basic things like adding NOOP allow in the ftp filter request list, but cannot get it to accept. The failure code on the NOOP is "530-please log in".  Using other clients, I verified that NOOP is successfully accepted after the USER command is complete, but for this important client connection, I need it before.  Is there any way in FTP7 that we can make this work???.
