IIS SSL binding error 0x80070020

When adding SSL 443 to an IP Address, I get the exception:

The process cannot access the file because it is being used by another process.  Exception 0x80070020

I've tried changing SSL port to 444; added new IP address for this website; and tried to add SSL to other IIS websites in this server, each results in the IIS for that website to STOP.  Restarting gets returns the error.  

I have been unable to find out how to cure this problem.  P.S. I have SSL on other servers that works fine.
