ConfigurationManager.AppSettings returns null on app pool recycle

Hi,

I am getting null when accessing appsettings in web.config while app pool recycles. This is not consistently reproduced. This is similar to the below issue. It happens when app pool is loaded with more request and it is recycled.

This is an issue with iis or .net framework? Or this is the right behavior?
